Greece cannabis circular: what CannaStore removed

The Greece cannabis circular explained: why CannaStore AMS removed cannabinoid vapes, hash and flower, and what shoppers should check now.

The Greece cannabis circular dated 15 September 2026 gives retailers and consumers a much clearer answer about products sold for smoking, vaping or inhalation. It says cannabinoid vapes and smoking products are prohibited regardless of whether a label claims zero THC, less than 0.3% THC or a non-intoxicating formula. The same circular also confirms that raw cannabis and dried flower cannot be sold at retail, even when THC is at or below 0.3%.

CannaStore AMS has removed cannabinoid vapes, hash and cannabis flower from sale. This guide explains that decision, the product categories addressed by the circular and the checks that still matter for oils, foods, supplements and cosmetics. What the Greece cannabis circular says

The Ministry of Health document is Circular A.P. oik. 4941, dated 15 September 2026, with Diavgeia identifier 9ΧΡΕ465ΦΥΟ-ΠΞΑ. Readers can check the official Diavgeia decision record and the four-page circular PDF. The circular does not create a simple list based only on THC percentage. It describes a restrictive framework in which a product needs a lawful category and must satisfy the rules that apply to that category.

For inhaled products, the instruction is direct. It covers products intended for vaping, inhalation, burning, smoking or use through the respiratory tract when they contain natural cannabinoids or non-natural substances with cannabimimetic or psychotropic action. The circular says the prohibition applies regardless of concentration. That is why a package marked “THC-free” does not make a cannabinoid vape lawful.

The legal basis includes Article 84 of Law 5322/2026, which added paragraph 3B to Article 1 of Law 4139/2013. The official Government Gazette text of Law 5322/2026 prohibits the production, trade, purchase, sale and general circulation of the covered inhaled products. The earlier official text of Law 4139/2013 supplies the underlying controlled-substances framework. The Ministry circular translates the amended rules into practical instructions for authorities and businesses.

The immediate retail position

  • Cannabinoid vapes and other cannabinoid products intended for inhalation are not offered by CannaStore AMS.
  • Raw cannabis, dried cannabis flower and products containing dried flower are not offered at retail.
  • Hash and similar inhaled or cannabis-resin retail products are not offered.
  • Low-THC and THC-free claims are not accepted as proof of legality on their own.

Why 0.3% THC is not a retail safe harbour

Many shoppers have seen 0.3% used as a shorthand for legal hemp. That shortcut is unreliable in Greece. A cultivation threshold does not automatically authorise every finished product, every intended use or every retail channel. The product’s form, ingredients, processing, intended route of use and regulatory category all matter.

Article 43 of Law 5302/2026 addresses dried flower from Cannabis sativa L. with THC up to 0.3%. It prohibits retail sale, circulation, supply to consumers, purchase and consumer use of that dried flower in Greece, whether processed or unprocessed. The official Gazette PDF for Law 5302/2026 also separates retail flower from material intended exclusively for industrial processing. That industrial exception is not permission to sell flower to consumers.

Law 5322/2026 goes further for the inhalation route. Its Article 84 covers qualifying products intended for vaping, inhalation, burning or smoking, and the prohibition does not turn on a low numerical THC claim. The September Ministry circular explicitly describes cannabinoid tobacco and vaping products as prohibited whether THC is above or below 0.3%.

Do not rely on the front label

Terms such as “legal”, “THC-free”, “under 0.2%” or “under 0.3%” are marketing statements, not a complete legal assessment. The circular warns that such claims may be misleading and do not remove an unlawful product from the prohibition.

What CannaStore AMS removed and why

CannaStore AMS no longer sells cannabinoid vapes, hash or cannabis flower. This is a compliance decision based on the product forms described in the 15 September circular, not a claim that a different percentage, strain name or package wording could make those products suitable for sale.

The circular tells businesses to withdraw products that fall within its prohibited categories. It also calls on EOF and EFET to conduct checks and sampling in physical and online points of sale. Laboratory testing may be used to identify actual cannabinoid content, including delta-9 THC, HHC and related substances. A retailer therefore cannot treat supplier wording as a substitute for category checks and supporting documents.

Consumers should also be careful with cached product pages, old social posts and third-party marketplace listings. Availability shown elsewhere does not describe the current CannaStore AMS catalogue. Our current position is the one stated here and reflected in the live store.

Non-inhaled CBD products still need checks

Removing vapes and flower does not mean that every oil, gummy, supplement, food or cosmetic carrying the letters CBD is automatically lawful. The circular deals with each category differently. It says foods containing THC are prohibited. Foods with CBD may not be marketed unless they meet the applicable requirements, including the EU rules for novel foods where relevant.

The EU framework comes from Regulation (EU) 2015/2283 on novel foods. Whether a particular ingredient or product is authorised cannot be decided from the words “CBD oil” alone. Intended use, composition, production process, authorisation status and the category under which it is sold all need review.

For food supplements, the circular describes a narrow permitted path for products without THC under the relevant national decisions. It says a lawful EOF notification number is required and refers to a certificate of analysis demonstrating the absence of THC within the specified analytical limits. That is more demanding than a general low-THC statement on a box.

For cosmetics, the circular says products containing THC are prohibited while the required ministerial decision has not been issued. The form of the product does not erase that ingredient restriction. A cosmetic also remains subject to the rules for cosmetics, including its own safety and notification requirements.

A practical document check

  • Identify the product category and intended use before considering the THC number.
  • Check the complete ingredient list, not only the front-panel claims.
  • Ask for the category-specific notification or authorisation where one is required.
  • Review a current batch certificate of analysis from a competent laboratory.
  • Do not assume that a product lawful in another country is lawful for Greek retail.

The medicinal cannabis exception is narrow

The circular expressly excludes final medicinal cannabis products that have received a special marketing authorisation from the National Organisation for Medicines, or EOF, and are distributed legally under the medicinal cannabis framework. This exception does not convert an ordinary wellness product into medicine, and it does not authorise a retail vape or flower because its seller uses medical language.

EOF has separately stated that the provisions for final medicinal cannabis products are outside the scope of the newer cannabis-product restrictions. The EOF notice on cannabis products addresses that separation. Patients should use the authorised medical channel and follow their prescriber’s and pharmacist’s instructions.

How shoppers can respond to the change

If you previously bought a cannabinoid vape, hash product or cannabis flower from CannaStore AMS, do not interpret its earlier availability as evidence that the same category remains available now. The store has stopped selling those categories. Staff will not recommend a prohibited intoxicating or inhaled substitute.

  1. Check the product form. Smoking, vaping and inhalation products need immediate caution under the September direction.
  2. Ignore percentage shortcuts. A 0.3% or THC-free statement does not answer the legal question by itself.
  3. Check the category documents. Food, supplement and cosmetic rules are different, so ask for the documents relevant to the exact category.
  4. Use authorised medical channels. A medical need should be discussed with a qualified healthcare professional, not solved through an ordinary retail product.
  5. Ask before ordering. If a product description is unclear, contact the store before paying rather than assuming an old listing or third-party result is current.

Frequently asked questions

Does CannaStore AMS still sell cannabinoid vapes?

No. CannaStore AMS has removed cannabinoid vapes from sale following the Ministry’s clarification that the covered cannabinoid vaping and inhalation products are prohibited regardless of THC concentration.

Can I buy cannabis flower if the label says 0.3% THC or less?

Not from CannaStore AMS. Greek law prohibits retail sale of dried cannabis flower even when THC is at or below 0.3%. The cultivation threshold is not a retail permission for flower.

Does THC-free mean that a cannabinoid product is legal?

No. The product form, ingredients, processing, intended use and regulatory category still matter. The circular specifically warns that “THC-free” and low-THC claims do not by themselves establish legality.

Are all non-inhaled CBD products allowed?

A clearer buying standard for 2026

The Greece cannabis circular closes off the most common retail shortcuts. Cannabinoid vapes do not become acceptable because they are sold as THC-free. Dried flower does not become retail-compliant because it is at or below 0.3% THC. Hash is not an alternative route around the same restrictions.

For other categories, compliance is specific rather than automatic. A food, supplement, oil or cosmetic must be assessed under the rules that apply to what it is and how it is marketed.
