What is changing with the new Greek cannabis law (2026)?

The draft legislation introduces several material changes for the Greek cannabis retail sector:

  • THC threshold raised to 0.3% for hemp-derived products, aligning Greece with EU industrial hemp rules.
  • Mandatory Digital Registry — every business operating in the cannabis-product sector must be registered with the competent authority. Businesses outside the registry will be barred from operating.
  • Regional licensing handled by Greece’s regional administrations, requiring criminal record certificates, tax clearance and social insurance clearance.
  • Reinforced oversight by the National Organisation for Medicines (EOF), police authorities and joint inspection teams, including chemical analysis of products.
  • Dried hemp flower sold at retail for consumer use is proposed to be excluded from the legal framework, even when within the 0.3% THC limit. This provision has been flagged by Greece’s own statutory advisory body as potentially conflicting with EU law on the free movement of goods. We have proactively removed all dried flower products from our range to ensure full alignment with the incoming framework.
  • Foods, cosmetics and supplements containing cannabis-derived ingredients remain permitted, subject to the conditions set by the new framework.

Greece regulates cannabinoids as follows:
