Yes. CBD products are legal in Greece. Following the regulatory framework currently being finalised (public consultation concluded April 2026), the permitted THC threshold for hemp-derived products is being aligned with the EU industrial hemp standard of 0.3%, up from the previous 0.2% limit. All products sold at Puff ‘n Pass and on cannastoreams.gr are sourced from EU-approved hemp varieties and accompanied by Certificates of Analysis (COA).

What is changing with the new Greek cannabis law (2026)?

The draft legislation introduces several material changes for the Greek cannabis retail sector:

• THC threshold raised to 0.3% for hemp-derived products, aligning Greece with EU industrial hemp rules.
• Mandatory Digital Registry — every business operating in the cannabis-product sector must be registered with the competent authority. Businesses outside the registry will be barred from operating.
• Regional licensing handled by Greece’s regional administrations, requiring criminal record certificates, tax clearance and social insurance clearance.
• Reinforced oversight by the National Organisation for Medicines (EOF), police authorities and joint inspection teams, including chemical analysis of products.
• Dried hemp flower sold at retail for consumer use is proposed to be excluded from the legal framework, even when within the 0.3% THC limit. This provision has been flagged by Greece’s own statutory advisory body as potentially conflicting with EU law on the free movement of goods. We have proactively removed all dried flower products from our range to ensure full alignment with the incoming framework.
• Foods, cosmetics and supplements containing cannabis-derived ingredients remain permitted, subject to the conditions set by the new framework.

Is recreational cannabis legal in Greece?

No. Recreational cannabis with THC content above the legal hemp threshold remains illegal in Greece. Only compliant hemp-derived CBD products are permitted for general sale and consumption.

Which cannabinoids are regulated in Greece?

Greece regulates cannabinoids as follows:

• CBD (≤ 0.3% THC, EU-approved hemp varieties): Legal
• THC (above the legal hemp threshold): Not permitted for recreational use
• HHC and synthetic cannabinoids: Restricted. Products enriched with synthetic cannabinoids are a primary target of the new framework and are not sold by cannastoreams.gr.
• THCP: Banned
• Medical cannabis: Available only by prescription through the authorised Greek medical cannabis system, regulated by EOF.

Can I travel to Greece with cannabis products?

We strongly advise against bringing any cannabis products into Greece from other countries, even if they’re legal in your home country. Foreign prescriptions and products do not qualify under Greek law and can be confiscated at customs with potential penalties. Purchase compliant products locally once you arrive.
